To ignite the tourism sector, a National Tourism Strategy was formulated following a rigorous approach. There were eight significant components to this approach:

Site Analysis and Prioritization Process

A comprehensive analysis of tourism sites in Saudi Arabia was conducted to identify and prioritize destinations based on their readiness for tourism development.
From a list of more than 10,000 sites, 600 were prioritized by experts. After multiple screenings, 24 were considered top sites and used to cluster priority destinations.
